BKL was selected to master plan the expansion of all Payne County agencies. All agencies were previously housed in an historic courthouse and were woefully in need of additional space. In addition to the need for space, the County is expanding its judicial arm by adding a District Court Judgeship and creating necessary additional space to accommodate this new court.  The task assigned to the design team was to document the needs of all County agencies (including the Sheriff’s Department and Jail) and master plan the expansion of the existing courthouse facilities accordingly. It is anticipated that the master plan will result in a phased expansion of county facilities to take place over time.

 

County Administrative Agencies -- Commissioners, County Clerk, Assessor, Treasurer, Election Board and Extension were consolidated in a separate County Administration Building. This building is a three-story structure located at the Southeast corner of 6th Street and Duck Street. The third story is capable of expansion to accommodate the growth of county service over the long term. The new building is an office type structure capable of being constructed economically and quickly. The relocation of the county administrative functions out of the Courthouse has made a large volume of existing space in the courthouse available for renovation to accommodate the Courts, the Clerk of the Court, the District Attorney, and Sheriff.
